Missoula County joins the Montana Association of Planners in supporting HB 211: Revise the local subdivision review process, up for hearing today, Jan. 17, at 3 p.m. in the House Local Government Committee. This bill amends three sections of the Montana Subdivision and Planning act to clarify and clean up certain parts of the subdivision process. Missoula County’s primary focus on this bill is the expedited review process in Montana Code Annotated §76-3-623, specifically changes to §76-3-623 (3)(a)(ii). The 67th Montana Legislature created an expedited review process for certain subdivisions that counties could “opt in” to. Missoula County has actively and strategically aligned our growth policy, zoning regulations and infrastructure to areas where growth can be easily accommodated. In these areas, Missoula County intends to “opt in” to the expedited review process as a tool to incentivize development where we want it and increase our housing supply. As the language reads now, Missoula County does not qualify to “opt in” to this expedited review process because of the arrangement of the centralized water and sewer services that serve the identified areas. The language in HB 211 will provide Missoula County greater latitude to implement the expedited review process tool and increase our housing supply.
