Missoula County opposes HB 643: Revise net metering laws, up for hearing at 3 p.m. on Monday, Feb. 27 in the House Energy, Technology and Federal Relations Committee.
This bill would require NorthWestern Energy to complete studies of the cost of rooftop solar panels and other net energy metering services but does address studying the many benefits that customers using net energy metering supply back to the grid. It also requires the Public Service Commission to establish separate rate and service classification using a similar cost-only study. While this bill would also increase the cap for net metering systems from 50 kilowatt/hour to 100 kilowatt/hour, that would only apply after the PSC created new rates, which could discourage residents from selecting net energy metering products. This bill would negatively affect rooftop solar development in Missoula County and hamper Montanans’ ability to choose energy systems for their homes and businesses.
