Missoula County supports SB 14: Revise MEDIA Act film credit cap, up for hearing this morning in the Senate Taxation Committee. SB 14 is an industrial development bill aimed at building a new industry for Montanans. It will generate new high-tech jobs, incentivize investment in substantial industrial infrastructure, provide opportunity for existing Montana businesses and create opportunity for Montana start-ups.
This film industry has a track record of providing upward mobility for its employees in Montana. Also, the University of Montana has the School of Visual Arts and Media. This bill will increase the opportunities for the students graduating from this program to find high-paying jobs in Montana and limit the brain drain.
Missoula has felt the positive impact of film making, and this industry is good fit for our culture. We are proud to host the world renown Big Sky Film Festival. Many of our citizens of had the opportunity to be extras in the Yellowstone Productions, and our local businesses have felt the positive impacts of the film industry shooting in Missoula. Also, production companies spend millions of dollars on Montana’s main streets before a single tax credit is issued.
SB 14 poses no threat to the State Treasury. To the contrary, the MEDIA Act has already proven to increase the state’s tax base. Without SB 14 and an expansion of the MEDIA Act, Montana will see a decrease in productions levels. The MEDIA Act has had positive impacts in communities small and large across the state, like Depuyer, Browning, Hobson, Lewistown, Butte, Darby, Emigrant, Livinston, Hamilton, Missoula and Lincoln.
Film making is a fantastic example of how Montana’s economy has proven it can evolve with current economic trends. Raising the film tax credit level from $12,000,000 to $30,000,000 will have a positive impact on our local economy. We support the bill and would support amendments to increase the credits to $100,000,000 as proposed in 2021.
