  1. Senator Boldman,

Missoula County opposes SB 215, Revise DEQ rule ARM 17.36.328 to require connection from proposed subdivision, scheduled for hearing Monday afternoon in Local Government. This bill would require subdivisions to connect to water systems under certain circumstances and remove local districts' discretion, even when other factors must be considered, such as a water system's current capacity. In addition, unpaid volunteers manage and maintain many smaller districts, and current users fund the district's operations and infrastructure improvements. This bill could create the possibility where those residents end up paying for often costly infrastructure that a developer of an unassociated project could later use but not be on the hook to pay for.

    Please oppose SB 215.
