    Missoula County supports HB 819: Create Montana community reinvestment act to fund workforce housing, up for hearing this morning in the Senate Finance and Claims Committee. This bill would distribute funds to regional “Community Reinvestment Organizations,” which would then establish a revolving fund with its share of the money and a match from the local governments in its region. These funds would help those in the “missing middle” (between 60 and 140% of the median household income) to afford housing. Also, the Montana Community Reinvestment Plan would leverage private sector involvement and investment to effectively “reload” the fund so that it can grow without requiring additional public funds.

    This bill will incentivize multiple housing strategies. From creating a statewide workforce housing incentive that is tied to local worker requirements to supporting much needed infrastructure development, a range of housing options will be available to help with local and regional housing affordability. This bill would provide a wide variety of tools that create options along the housing spectrum.
