Missoula County opposes HB 862: Prohibit use of public funds for abortion and exceptions, up for second reading on the Senate floor this afternoon. Missoula County, like many counties and private employers, provides insurance to its employees. In the case of public entities like Missoula County, insurance invariably involves some portion of public funds mixed with funds from the employees through payroll deductions. Missoula County has been able to drive down medical and plan costs by providing a self-funded and self-administered insurance plan that covers more than 2,000 lives between Missoula County and the other partners in its insurance pool. Missoula County’s insurance program is guided through a committee made up of representatives of those covered by the insurance, including collective bargaining agreements, non-union personnel plan and other services the County’s insurance covers. HB 862 seeks to insert the State of Montana between Missoula County, its employees, its insured and their medical care providers by prohibiting the use of public funds to provide necessary medical care. Missoula County and its employees are best suited to determine how insurance funds are spent and to make sure that we provide the best coverage to keep costs low for our employees and citizens.
